You tried "3.000000"? It looks exactly (pixel-by-pixel) as on D3D9 for me, basically solving what you inquired about.
Yes I tried it and its making more moiré. So I keep it like it is now.

If you still want VSync, I recommend you still make these changes (to adjust game for DirectX), maybe disable V-Sync (in renderer preferences), and then adjust V-Sync-related options (Force it from there) in Nvidia Control Panel, to reduce lag.
Its not really lags but its jumpy how can I say its not smooth. Its much better with vsync on with D3D11 and ICBIND. I have it off with D3D9.
Its set to adaptive in Nvidia control panel and always been like that.

Anyway my main problem is moiré not vsync.
I am close to what I want but the colors are a bit off. They look more like 16 bits than 32 bits. Or maybe its saturation. I will try some things but at least its playable.

Yes I think it's called "screen tearing". Well, zero lag comes with such cost :D
Try "Fast" Vsync in nVidia Control Panel.

usually should be good "out of the box". Can you post example pics of how it's now and "desired" look?
