White flags in MHA server controller

Here you can report lags or other server abnormalities.
The admin can use it for announcements and information about server modifications.

Hi.
Lately more and more players appear with White flags (including existing ones which didn't have this issue before).

Possibly need to update the IP-to-country database

The database file is hosted on several foreign servers (see Notes to IpToCountry services on UT99.org), and there seems no possibility to get info like version about a specific database file, so it is not possible to decide if it is out of date.
BarbiesWorld uses a list of four IPToCountry source servers, but I'm not sure if only one is used and others are fall-back or usage round-robin-wise. :noidea:

Anyway, I've disabled IPToCountry now on all servers to keep privacy.
