From my experience, he's only being "toxic" in response to players who are being stuffy and arrogant to him in a first place (I won't point fingers). Sadly, truncated log files you usually provide don't show it.

Anyway, there are trustworthy rumors that this player is leaving the server forever today (because of Annabella's recent promotion to L5 Admin), to pursue happy life outside UT.

He said it himself in front of other players many times, that server turning into "unfriendly place" (which increasingly stresses him out), and asking for their expertise in computer security to "safely" move on to other game he enjoys (but notorious for privacy issues) -- which he now seems to have gathered enough to do so.
